Revitalize Puna
Due to the ongoing surge in COVID-19 cases, the next quarterly Revitalize Punacommunity activation will be held virtually via Zoom from 4:30-7 p.m. Tuesday.

The free virtual event will feature updates from County leadership on recovery from the 2018 Kīlauea eruption, updates on Resilience Capacity Areas and Action Teams, updates on the Pohoiki Boat Ramp from the state Department of Land and Natural Resources, information on Isaac Hale Beach Park investments, and more.
Park Investments
The County of Hawai‘i is allocating additional funds to support and sustain Isaac Hale Beach Park after it was partially inundated during the 2018 Kīlauea eruption.
A total of $3 million in federal and state recovery funds are currently proposed for the lower Puna park.
That includes about $180,000 that was previously slated for equipment for the Hilo Municipal Golf Course and $150,000 previously slated for a hazmat assessment for the Kea‘au armory. Those funds will now be used for Isaac Hale investments in response to community input.
Additionally, the County has identified spending $1.76 million on much-needed equipment to ensure parks are safe and properly maintained.
Other identified parks funding projects include construction of covered dugouts at Kurtistown Park ($100,000) and resurfacing of the tennis courts at Herbert Shipman Park in Kea‘au ($100,000).
In total, the County is receiving about $4.9 million in recovery assistance for parks from the Federal Emergency Management Agency and State loans due to damage from the eruption.
Together, these funds will support the directly impacted area and other facilities in Puna where residents have relocated to ensure keiki and others have the facilities they deserve.

Voluntary Housing Buyout Program
The Phase 2 application period for the Voluntary Housing Buyout Program for Kīlauea Eruption Recovery runs through Jan. 31.
Eligible Phase 2 properties include secondary homes and long-term rentals that were impacted by the 2018 Kīlauea eruption. Full-time vacation rentals that operated exclusively as a business are not eligible under this program.
Phase 3 (undeveloped lots) application period begins May 2.
Note: The Recovery Team is aware of individuals offering to handle the buyout process for applicants for a fee. Applicants should know that County staff will work with owners directly throughout the application process unless power of attorney or other legal documentation has been granted that would allow us to work with someone other than the owner.
Applications Received
As of Jan. 7, the County had received 157 Phase 2 applications.
The County has received 324 Phase 1 (primary home) applications. That includes applications received during the Phase 1 application period from April 30-July 30, 2021 and afterward. Additional Phase 1 applications are being accepted at this time.
AmeriCorps VISTA Recruitment
The County Department of Research and Development is recruiting its next class of AmeriCorps VISTA members to support important work on our island’s food systems; energy systems and climate; mobility; economic recovery; and recovery and building resilience following from the 2018 Kīlauea eruption.
The deadline to apply is Jan. 24.

Design & Technical Development VISTA

Economic Recovery Solutions VISTA

Energy Solutions VISTA

Food Access Solutions VISTA

The member will build capacity to alleviate hunger by advancing food education and increasing access to nutritious food for the rural, culturally diverse communities of Hawaii, particularly for the most vulnerable populations.
